An Act establishing a passenger surcharge on persons transported               
by the Alaska Railroad; and providing for an effective date and                
recommended it be replaced with

relating to acquisition of federal land or federal                             
property by the Alaska Railroad Corporation;                                   
establishing a passenger surcharge on persons                                  
transported by the Alaska Railroad; and providing
